November 2013 Board Meeting Minutes

MINUTES OF THE WHETSTONE FIRE DISTRICT

BOARD MEETING, November 26, 2013

Call to Order/Roll Call/Affirmation of Quorum

Chairman, Rick Evans, called the meeting to order at 6:00 p.m. The meeting was held in the Whetstone Fire District station classroom, 2422 N Firehouse Lane, Huachuca City, Arizona.

Absent: Ken Leffler, Clerk and Jerry Hopper, Board member

It was determined a quorum existed with three board members present.

Review, Amendment and Possible Approval of Public Session  Minutes for October 22nd, 2013

Wayne Lewis made the following motion, seconded by Mary Foote and approved all in favor none opposed:

Move to accept the public session minutes for October 22nd, 2013 as presented.

Call to the Public

No members of the public wished to address the board.

Review, Discussion and Possible Approval of the Financial Report

Chief Bidon stated $130,000 came in; we have been going in and out of the line of credit; the last payment on the fire station has been made; the fire district went down in value so there was no carry over; there is over 180,000 in the capitol fund; the brush and rescue trucks last payments are in March; and there are two more payments on the tender.

Wayne Lewis made the following motion, seconded by Mary Foote and approved all in favor none opposed:

Move to approve the financial report as presented.

Chief’s Report

Chief Bidon said we had 81 calls for the month of October, 43 were burn permits, with a steady 10% increase in call load each year.

Chief Bidon did plan reviews for a classic car lot at the end of Allen in the old metal building and for a recycle plant off of Oak at the existing waste management site.

Fire and Ems training for employees has been changed to the first and third Saturday of each month.

The PBW contract, starting December 1, states Whetstone Fire District will be running the administration and operations of the PBW Fire District. Finances and files will be maintained separate from Whetstone Fire District’s. Chief Bidon will be attending PBW’s fire board meetings on the third Tuesday of each month.

We are still waiting for IRS information for the continuation on the PBW consolidation. Chief Bidon will have the petition done before the next consolidation meeting for approval from both fire boards.

E322, the 22-year old Pierce, is awaiting two more assessments but it looks as if the motor has seized. The fire board will have to decide to spend the money replacing the motor or buying a replacement truck. Chief Bidon has applied for a grant to get a new $220,000, 1000 gallon, 1250gpm, enclosed cab engine.

M322, a 1997 ambulance, is awaiting quotes from two mechanics. It has a cracked radiator, a broken pulley and broken door latch that all need to be replaced. One quote has come in at $2200.

The Spaghetti Dinner raised $836 dollars for the Holiday Food and Toy Drive. Stuff the Ambulance is December 14 and the annual Pancake Breakfast is December 15. We will also receive cash and toys from the Hells Angels.

Board Member Comments

Wayne Lewis wants clarification on what new equipment we have. Chief Bidon stated since he became the chief in 2008 in new vehicles we have: 2008 brush truck, 2008 rescue truck that also functions as a type 6 brush truck, 2013 four wheel drive ambulance, two new command vehicles, 2003 1250gpm 1000 gallon pumper bought in 2007, the ladder truck that is not new, 1991 3000 gallon pumper tender, and a new tender. The broken engine is a 1992 1250gpm 750 gallon tank truck. Chief Bidon stated engines should be replaced every 20 years.

Rick Evans stated in Tucson an engine is generally run for 10 years then placed in reserve status for 5 years. We don’t have the same call load but we have bad roads.

Chief Bidon stated we need to replace an engine, an ambulance and a tender, preferably all at once.

Rick Evans mentioned the residents expect equipment to be ready and available when needed but they rarely know the logistics behind maintaining a fleet.

Chief Bidon said even though E322 is not compliant with NFPA because of an open cab we can still use it; however, if the motor is seized he would like to get our required ISO training prop by pulling the pump, cutting it in half and putting it on wheels in the classroom.

Mary Foote stated the Fire Prevention Day was fantastic.
