April 2014 Board Meeting Minutes

MINUTES OF THE WHETSTONE FIRE DISTRICT

BOARD MEETING, April 22, 2014

Call to Order/Roll Call/Affirmation of Quorum

Chairman, Rick Evans, called the meeting to order at 6:00 p.m. The meeting was held in the Whetstone Fire District station classroom, 2422 N Firehouse Lane, Huachuca City, Arizona.

It was determined a quorum existed with four board members present.

Review, Amendment and Possible Approval of Public Session Minutes for February and March, 2014

Jerry Hopper made the following motion, seconded by Wayne Lewis and approved all in favor none opposed:

Move to accept the public session minutes for February and March as presented.

Call to the Public

No members of the public wished to address the board.

Fire Chief Contract (Possible Executive Session)

Jerry Hopper made the following motion, seconded by Wayne Lewis and approved all in favor none opposed:

Move to go into executive session to discuss Chief Bidon’s contract.

Wayne Lewis made the following motion, seconded by Ken Leffler and approved three in favor, one abstained, and none opposed:

Move to accept Chief Bidon’s contract.

Review, Discussion and Possible Approval of the Financial Reports for March, 2014

Chief Bidon stated we are on budget, in and out of the credit line waiting for taxes to come in within the next six weeks.

Jerry Hopper asked if the District is still going down in value. Chief Bidon stated the new construction and annexations in area should level the value and the next evaluation should include the PBW consolidation which will raise the value by 2.8 million. An evaluation on new construction takes 12 to 18 months to process. There are also more homes and areas to be annexed in to the District that will increase the value.

Ken Leffler made the following motion, seconded by Wayne Lewis and approved all in favor none opposed:

Chief’s Report

There are no new construction permits other than the new church rodeo arena off West Oak.

We assisted Huachuca City Fire with a structure fire off School Drive; the trailer was a total loss but our employees and Huachuca City’s fire fighters and fire chief did a great job. We also assisted Tombstone with the Six Gun City fire by sending an engine and a rescue truck. The Tombstone fire chief asked Chief Bidon to take command of the fire. Chief Bidon, Captain Buonaccorsi, and Paul Cimino from Sierra Vista Fire did a preliminary fire investigation the following day.

A preliminary budget will be emailed to each board member next week as well as the PBW budget. The maximum tax rate increase for PBW is $2.10.

Chief Bidon gave Huachuca City Fire Chief Allmon a rough draft contract for a fire marshal position stating we will provide inspections for code compliance on new businesses and once a year inspections for existing commercial structures for $8500 yearly. Details on the international fire code which allows a governing board to override items in the code book need to be established. The proposal will include adding Whetstone Fire District to Huachuca City’s liability insurance for the contract.

Chief Bidon applied for the program, Defense Logistics Agency, that allows us access to gently used government equipment like fire trucks, ambulances, fire equipment such as hose and SCBA’s. Ft Huachuca is holding a 4-bottle fill station for us once our application process is complete.

We were awarded the 50/50 wildland grant. We spent $2500 for $5000 of new wildland gear including drip torches, weather stations and upgraded fire shelters.

When the Fire Fighter I & II Academy ends in July we will be starting a Driver/Operator program; it will be open to other agencies to help offset overtime and other expenses.

We will be holding another EMT class. There are 6-8 people from outside the District already committed to the class; the class will pay for itself and we will benefit by gaining EMT’s.

The county bolted a medication disposal box in front of the fire station as part of a county wide program. The Sheriff’s department periodically empty’s the box. Instructions for what is accepted are listed on the box.

All of the big items for auction are at the auction location; the remaining small items will be there by next week.

Move to accept the Chief’s Report as presented.

Board Member Comments

Ken Leffler asked about the status of the Labanow lawsuit. Chief Bidon learned the May trial date was recently delayed to August. Chief Bidon states our attorney said we have a strong case and the other side wants to settle for more than our attorney is willing to pay.

Ken Leffler asked about Aaron Sapienza. Chief Bidon stated Aaron Sapienza’s employment has been terminated and he is not rehireable. The Sheriff’s Department Detective spoke with Aaron and he admitted to taking the money, although he has been paying it back via certified mail. We were told to cash the checks because if it goes civil and he stops paying we will have to take him to court. He has paid back $5200 of the $5700 to date.
