June Board Meeting Minutes

MINUTES OF THE WHETSTONE FIRE DISTRICT

BOARD MEETING, June 24th, 2014

Call to Order/Roll Call/Affirmation of Quorum

Chairman, Rick Evans, called the meeting to order at 6:00 p.m. The meeting was held in the Whetstone Fire District station classroom, 2422 N Firehouse Lane, Huachuca City, Arizona.

Absent:

It was determined a quorum existed with three board members present.

Review, Amendment and Possible Approval of Public Session Minutes for May, 2014

Jerry Hopper made the following motion, seconded by Wayne Lewis and approved all in favor none opposed:

Move to accept the public session minutes for May as presented.

Call to the Public

No members of the public wished to address the board.

Review, Discussion and Possible Approval of the Financial Reports for May, 2014

Chief Bidon stated the board members have the monthly budget reports to review. The budget will be closed out at the end of the month. There is currently $59,000 in the bank, less than he wanted to carry over. However, there is still money’s coming in and about $9,000 outstanding; closing out at around $50,000.

Jerry Hopper asked if the budget is published. Chief Bidon stated it will be on Thursday. Rick Evans asked if questions regarding posting the budget can wait until Mary Foote is included via teleconference.

Jerry Hopper made the following motion, seconded by Wayne Lewis and approved all in favor none opposed:

Move to approve the financial reports as presented.

Chief’s Report

We ran 69 calls for the month of May. Still in the Fire 1&2 class, we are wrapping it up now, we got two more weeks left. On the 11th and 12th of July is our State testing for Fire 1&2. Our HazMat class got pulled by ADEM because of funding but they were able to get us another one through Texas A&M, TEEX. It’s not costing the district anything for that. We are still doing our monthly CE’s here with the base hospital.

Some significant events this month: we had a HazMat call at Huachuca City landfill; a tractor hit something, a cloud came out with an odor, the guys got irritated airways and that kind of stuff, it started a fire – whatever it mixed with. So we assisted Huachuca City with that; we were probably up there about five or six hours. We had another one where bombs were located in the residence on Santa Cruz in lower Huachuca City. We were on that one for 13.5 hours assisting them with that. But we had ATF, the bomb squad. They actually finally got a robot to cut the bombs; they took them and blew them up in the landfill. Not only that the issue was they, the reason why it took so long, it was almost a HazMat incident also – the guy was actually mixing muriatic acid with hydrogen peroxide 50/50 to strip circuit boards to get metals and stuff out of it. What with all the chemical containers and the way it was spread out in the yard and the info, the intel, they got from the bad guy was don’t touch that without any thick gloves on and stuff so we treated it like a you know. Everybody did a good job on that.

We are suspending our burning until the rains come right now; we’ve been doing that for a little less than a week now and I’m going to see where the County goes before we decide whether we’re going to burn fireworks or not. If people do them on a concrete slab or something I don’t think we have a big issue with it right now but we got to see where the rains are going to be.

I think I already told you guys but it actually happened in May the major MVA with the fatality on 82; the five vehicle accident we had.

Rick Evans asked if that was the one by the dog kennels, the boarding place. Chief Bidon said, yes.

Then we also assisted Huachuca City Fire with a couple MVA’s up there, head-on’s that they’ve had at two or three in the morning.

Those were the big significant things that we’ve had in the District for May.

Rick Evans stated he is not clear what the County is doing but based on an article in the newspaper when the County dropped the valuation last year, lowering the tax rates, it was based on a miscalculation resulting in an extra large increase next year.

Chief Bidon stated I haven’t got any intel on that at all but I do know that the school district is doing huge tax this year, 8.8% increase. And they’re saying basically that the thing that was broke down in the paper if you own a $100,000 home they say you’re going to pay about $567 more a year. I don’t know if that’s for you know, that’s going to be the total for $100,000 with the school tax I’m not sure. So, again they didn’t give you all the numbers to figure out where they came from that.

Board Member Comments

Rick Evans shared an item of historical interest. By George’s junk yard at Patton and Highway 90 you can see an old faded red American LaFrance fire engine sitting in the back. That used to be shop #8703 from the downtown station. Rick Evans drove it for about three years. That year had a narrow cab but this vehicle has a wider one because it had to be replaced after a head-on collision. The engine used to be here but when the engine wound-up and ran away they threw it into gear and that torqued the drive line, the front axels and the pump shaft on the thing and totally destroyed what would have been a great fire engine – 2,000 GPM pump.
