October Board Meeting Minutes


BOARD MEETING, October 28, 2014

Call to Order/Roll Call/Affirmation of Quorum

Chairman, Rick Evans, called the meeting to order at 6:00 p.m. The meeting was held in the Whetstone Fire District Station 321 classroom, 2422 N Firehouse Lane, Huachuca City, Arizona.

It was determined a quorum existed with four board members present.

Review, Amendment and Possible Approval of Public Session Minutes for September

Jerry Hopper made the following motion, seconded by Ken Leffler and approved all in favor none opposed:

Move to accept the public session minutes for September as presented.

Call to the Public

No members of the public wished to address the board.

Review, Discussion and Possible Approval of the Financial Reports

Per Jeromy Manning Cathy stated we are in the red $38,431.64 – that includes all outstanding warrants.

Rick Evans asked if we have any ambulance billing or tax revenue from the county coming in. Jeromy Manning said he believes we are still waiting on taxes but he is not sure about ambulance revenue.

Rick Evans asked Jeromy Manning if he knows of anything coming up that needs to be taken care of as far as equipment at the firehouse. Jeromy Manning said there is nothing major, no major repairs or anything that he knows of that needs taken care of.

Jerry Hopper said he noticed under administration wages we budgeted for $59,000 and we have spent $59,000. He wants to know what we are going to do for the rest of the year. After a brief discussion it was determined there are administrative wages in two different places on the report, one at $82,000 with only $27,000 spent. The $59,000 has a negative because none of it has been spent. Rick Evans stated that the amount budgeted could be for promotions, replacing people, overtime, or hiring other administrative personnel.

Jerry Hopper made the following motion, seconded by Ken Leffler and approved all in favor none opposed:

Move to approve the financial reports as presented.

Chief’s Report

Jeromy Manning stated: on the chief’s report we’re currently in the middle of our EMT class. So we’ve had one student drop out so we currently have 19 students in the class. So it’s going pretty good with that and we’re expecting (inaudible) in December 13th is supposed to be state testing for that day so we’re finishing that up.

The safety fair this year we had on the 18th of October. We had over 200 people attend; think it was our busiest year we’ve ever have had since we started doing that. Mary Foote said it was fantastic and that we did a super-duper job. Jeromy Manning said, and then we had the face painter was there and the balloon guy was there so kids really liked that and enjoyed that so seem to be getting a larger turn out.

Tomorrow we’re doing the fire prevention stuff at Huachuca City School. We’re doing kindergarten through third grade in conjunction with Huachuca City Fire. So that will be going from 8:00 am to 1:00 I believe for all those kids.

Tomorrow at 6:00 we’re doing our meeting for our residents for the consolidation, the pros and cons meeting. So that will be held here at 6:00 tomorrow. Rick Evans asked if it was just an informational meeting for our residents – no voting or anything – just a meeting to see what everyone thinks before we do anything or make a commitment. Jeromy Manning said, yep, just a meeting to educate the public on what we are doing. Jeromy Manning stated he believes the next meeting is for PBW. Ken Leffler asked how this was publicized. Jeromy Manning stated he wasn’t sure but Jerry Hopper said he saw it in the paper several times. Jeromy Manning said, as far as I know that’s just an informational meeting for our residents for the pros and cons of our district.

The other day a patient was dropped at the hospital; they were moving him out of the ambulance. It was a possible stroke patient that was unresponsive so they were trying to get him out of the ambulance quickly and the latch forgot didn’t get hooked on the hook that’s on the bottom of the ambulance to keep gurney from pulling out so they dropped the patient. Minor abrasion on the leg but no major trauma, but chief Bidon is doing an investigation in it and the hospital is also doing an investigation in it. So I don’t know if there is going to be any disciplinary action from the hospital for it or anything like that but it is being investigated and he plans on doing training to educate those individuals on how to properly remove the gurney from the ambulance. I don’t have an update on the patient condition to give you for that either, so.

And also on the 31st of this month we’re doing the haunted house and trunk-or-treat. So the trunk-or-treat is basically we just get cars lined up and they go from one car to the next for candy basically instead of houses they go from one car to the next to get candy. So we’re trying to get back, we used to do the haunted house, I think 8 years ago was the last time we did it so we’re trying to get back in to that and it’s been all over our Facebook and the paper and the radio stations have been doing it. So we’re hoping to have a big turnout for that. Rick Evans was asked who is paying for all this. Jeromy Manning said, as far as the prevention that’s half and half, we buy ours and Huachuca City buys theirs and we do that. And then the haunted house comes out of the same fund that does the pancake breakfast and things like that and any left over from fire prevention.

Ken Leffler asked how many of the EMT students are ours. Jeromy Manning stated, I think there’s five that are our personnel and the rest are outside agencies. We have some from Mescal some from Tucson that aren’t employed anywhere, and then a couple from other agencies around.

For September we’ve had a total of 69 calls, 28 of those were EMS and of those 28 EMS one was in Sierra Vista for mutual aid and one was in Fairbanks for mutual aid with HCI. I’m not sure how many of those were transports but that’s 28 total for that or 30 total actually, sorry. And 24 of those were burn checks and then the other were miscellaneous as far as like lift assists, snake calls, welfare checks. Had one that’s classified as a structure fire because there was a fire inside of a home but there was minor damage to the home, nothing major. And other than that the rest were false alarms. And as of today call number 729 on the year. And that’s all I have.

Board Member Comments

Rick Evans said he will take care of printing something he wants available for members of the public who want to speak at a board meeting. A sign-in sheet with ground rules and the same spiel we give people: glad to have you here, thanks for participating, but all you can do is tell us what’s on your mind. Then we’ll work with you, a member can sponsor your thing, there are steps for bringing stuff to the board.
