May Board Meeting Minutes

MINUTES OF THE WHETSTONE FIRE DISTRICT
BOARD MEETING, May 24th, 2016

Call to Order/Roll Call/Affirmation of Quorum/Pledge of Allegiance:

Acting Chairman, Ken Leffler, called the meeting to order at 6:00 p.m. The meeting was held in the Whetstone Fire District Station 321 classroom, 2422 N Firehouse Lane, Huachuca City, Arizona.

Staff Present:

Peter Bidon, Fire Chief and Cathy Dyer, Office Manager

Absent: Rick Evans, Chairman

It was determined a quorum existed with four board members present.

Call to the Public:

No members of the public wished to address the board.

Old Business:

New Business:

1. Review, Amendment and Possible Action of Public Session Minutes for April 2016

Bobby Chapman asked about the comment from Rick Evans who stated he received a letter from a citizen complaining about things we are failing to do. Bobby Chapman asked what we are failing to do. Rick Evans asked Diana Jones if the comment was made regarding people complaining in general. Diana Jones stated the conversation was regarding how residents only say something when there is a complaint. Ken Leffler said nothing was clearly stated regarding the letter last month.

2. Review, Discussion and Possible Action of Acceptance of Exhibit D; The Obligor Resolution Contract, Dated as of August 1 2016 Between Kansas State Bank (Obligee) and Whetstone Fire District (Obligor)
Financial Obligation Contract for Purchase of (2) 2016 Wheeled Coach Type 1 Ambulances from Emergency Vehicle Group Inc.

Cathy Dyer stated after a few adjustments the final quote is roughly $144,000 for each ambulance. The Resolution is part of the contract to receive financing. After the board signs the Resolution we can proceed with the purchase; Chief has already signed everything. The first payment of $44,961.19 is due upon closing.

Chief Bidon stated he made modifications to the ambulances but stayed within the price range approved by the board. We will probably get them in about three weeks and they will be sent to the prison for striping.

MOTION: Move to accept the Obligor Resolution, Exhibit D, from the contract dated August 1, 2016 between Kansas State Bank and Whetstone Fire District as presented

3. Review, Discussion and Possible Action of the Acceptance of the Proposal for Professional Design Services
The professional design and fees associated with the proposed alterations to the existing toilet room and adjacent storage room.

Chief Bidon stated since we are a commercial building we have to have stamped plans for the restroom remodel. Ken Leffler stated for a commercial building in Cochise County you have to have an architectural engineer’s stamped plan regardless of the type of modification.

Chief Bidon stated it is $4200 and $90 an hour if they go over for any problems that may arise. Although it is within chief’s price range to approve without taking it to the board the concern is if it starts going over how far do we want to go?

Michelle Bell asked Chief Bidon what amount is within budget. Chief Bidon stated he doesn’t want to go over $6000 for the architectural stamp. We have the cash to cover it.

Ken Leffler stated we should continue with the plan and readdress the contract if it goes over $6000. Chief Bidon stated he will contact the board if the plans get close to that amount.

4. Review, Discussion and Possible Action of the Financial Reports

Cathy Dyer stated at the close of April the operations account has a balance of $75,766.03. The reserve account balance was $202,241.20 and the volunteer pension account has a balance of $40,939.66. We are currently operating in the black and are starting to see bigger chunks of the real estate revenue coming in now.

Ken Leffler asked Chief Bidon if when he made the comment about having the cash he was talking about taking it out of the capital. Chief Bidon said yes, that’s what that’s for.

Chief’s Report-
Information regarding the following topics was presented by the fire chief:

For the month of April we ran a total of 85 calls, only 18 are burn permits.
The only other significant call we had was the lady who got run over by a semi on 82, she will be fine.
